DCs blamed for poor canal job
A number of lawmakers from the capital yesterday blasted the deputy commissioner of Dhaka for non cooperation as he failed to recover the city canals from grabbers within the deadline set by a river taskforce. Deputy Commissioner Md Mohibul Hoque at the taskforce meeting committed that he would recover at least one canal every week starting with Katasur from October 4. The meeting also instructed Dhaka Water Supply and Sewerage Authority (Wasa) to find a strategy to stop dumping of liquid waste into rivers and submit a report about it at the next meeting. The ministers and lawmakers who attended the meeting directed the authorities concerned to follow the governments instructions strictly, recover all the encroached rivers and canals, and take necessary steps to stop dumping liquid waste into the rivers. The DC told the meeting chaired by Shipping Minister Shajahan Khan that he did not have the map of the city canals. As such he could not take action against encroachers. It took me some time to collect the maps of the canals. Now I have the maps of all 43 canals of the city. So I am ready to recover one encroached canal every week, he said. Minister Shajahan Khan said the lawmakers are keen to recover the canals and rivers even risking their vote banks in next elections for the sake of environment. So the administration should act accordingly, Shajahan added. As part of the government pledge and the High Courts directive, the high-powered river taskforce at its eighth meeting on August 5 ordered drives on five city canals including Katasur, Kalyanpur Ka, Hazaribagh and Ramchandrapur by September. Aslamul Haq, lawmaker from Mirpur, said he had sought magistrates and police force to recover the Kalyanpur Ga canal and some other government property from an influential grabber. But the DC failed to help him, he complained. Sanzida Khanam, lawmaker from Dhaka-4 constituency, said the DC office conducted drives in the Buriganga river where many influential peoples illegal structures remain untouched within the demarcated areas. But the authorities have knocked down ordinary peoples illegal structures which is not acceptable, she said. The DC said his office will conduct recovery drives and maintain law and order during the operation but they are not responsible for what happens afterwards. Most of the canals in the capital are maintained by Wasa and rivers by Bangladesh Inland Water Transport Authority (BIWTA). BIWTA Chairman Abdul Malek informed the meeting that most of the city canals are grabbed which causes inundation during monsoon. Several authorities are assigned to maintain the canals causing many problems, he added. Citing an example, he said the DC office has to demarcate the rivers and canals while Wasa and BIWTA maintain those, police and magistrates conduct recovery drives, and the maps remain with the land office which is really hard to collect when needed. However, State Minister for LGRD Jahangir Kabir Nanak said it should not take more than one hour to collect any relevant maps of Dhaka city. Dont try to make fool of us. Collecting maps is not a big deal, the minister said. Prof Mujibur Rahman of Bangladesh University of Engineering and Technology (Buet) presented a plan showing how to clean the rivers in phases. The meeting was also attended by Water Resources Minister Ramesh Chandra Shil, Land Minister Rezaul Karim Hira, State Minister for Water Resources Mahbubur Rahman Khokon, Dr Mostafa Jalal Mohiuddin, MP, Dr Mihir Kanti Mazumder, secretary for environment and forest, Abdul Mannan Haolader, secretary for shipping, the managing director of Dhaka Wasa, and eminent environmentalist Prof Abdullah Abu Sayeed. Earlier on May 24 last year, the HC asked the government to stop encroachment, earth filling and construction of illegal structures on the Buriganga, Turag, Balu and Shitalakkha rivers. In a separate order the court also asked the government to stop sources of pollution of the rivers. A parliamentary body has recently identified over 1,000 encroachers involving influential individuals, organisations and establishments and asked the DC office to serve notices on them immediately to dismantle the structures they had built encroaching the city canals. Dont blame AL for Pabna incident: Imam
Pabna, Sep 27 ( minister Sheikh Hasinas advisor HT Imam has claimed that Awami League leaders are not responsible for the attack on district administration officials on Sep 17. He made the claim at a press briefing following a two and half hour-long closed-door meeting with administration officials, including the deputy commissioner, on Monday afternoon. Already steps have been taken against those responsible. No one will be spared if the governments image is tainted. Everyone will have to take responsibility for his actions, added Imam, who advises prime minister Sheikh Hasina on establishment. However, the former bureaucrat also said that officials have alleged that the media have added colour to the incident. When asked whether the demand by Juba League and Chhatra League activists to transfer district administration officials will be met, Imam said, Transfers are common in government jobs. Anyone can be transferred at any time. However, no transfers will be made as punitive measures for the incident. But, already Pabna Sadar Upazila executive officer Abdul Alim has been transferred. This is the first measure since pro-Awami League Juba League and Chhatra League activists foiled the test for recruiting clerks at the deputy commissioners office on Sep 17. The establishment ministry in an order on Monday sent him to Monpura of Bhola. Earlier in the day, Imam and home state minister and Pabna MP Shamsul Hoque Tuku reached Pabna to try and ease tension between the district administration officials and the ruling party activists. It has been learnt that administrative activities in the district have apparently come to a standstill due to the prevailing conflict between deputy commissioner A F M Manjur Qadir and local MP Ghulam Faruk Khandaker Prince. Chhatra and Juba League activists allegedly injured at least 15 people, including additional deputy commissioner Bijay Bhushan Pau,l and a few candidates were injured in the Sep 17 attack. They also went on the rampage through two examination centres at Pabna Zilla School and Government Girls High School and vandalised at least four vehicles belonging to top district administration officials. On the same day, Pabna district administration executive magistrates Sarwar Alam and Moinul Hossain filed two cases with Pabna Sadar police under the Speedy Trial Act against 32 pro-government activists. Police arrested five activists over the incident. Pabna Sadar police chief Badruddoza said that a charge sheet accusing 32 activists of the Awami Leagues youth and student wings had been prepared for two cases under the speedy trial act. On Sunday, 21 pro-government activists accused of vandalism surrendered to court and were later sent to jail. Four firms picked for expressway
Bangladesh Bridge Authority (BBA) has invited technical and financial offers from the four lowest bidders to select an investor for the Dhaka Elevated Expressway (DEE). BBA Secretary Mosharraf Hossain Bhuiyan said they had issued a Request for Proposal (RFP) in the first week of this month seeking technical and financial offers for the final selection of a concessionaire within two months. The four pre-qualified international investors are Ital-Thai Development Company (Italy-Thailand), Gammon-Bougyes JV (India-France), Sikder-KCC JV (Bangladesh-South Korea) and China Railway International Limited (China). Prof Jamilur Reza Chowdhury, head of the projects expert committee, said the standard toll rates for a private car using the facility are fixed at Tk 100 for the whole way and Tk 50 for partial use. The rates would be three to four times for buses, trucks and lorries while a considerably lower rate for motorbikes, he added. The BBA fixed the concession period for the investor at 25 years. However, the timeframe might be proportionately extended if the estimated daily traffic of 2,200 vehicles falls below 66 percent for two consecutive weeks. The rates offered in the RFP will be negotiable, said the BBA secretary. Prof Jamilur Reza Chowdhury, on the other hand, said, The toll rates and concession period are fixed and not negotiable. The length of the first-phase DEE is about 26 kilometresfrom Shahjalal International Airport to Demra including four kilometres of two elevated approach roads. November 7 is the last date for dropping the proposals, said DEE Project Director Abdul Wadud, adding that the final selection would be made by December. A prospective bidder has to score an average of 80 percent marks on technical competence whlile the final selection of the investor would depend on how much of the profit it offers to the government, said Prof Chowdhury. The authorities, however, are going ahead with the $ 2 billion project without a detailed feasibility study at hand, which raised the experts eyebrows. The BBA secretary said they would hire Infrastructure Investment Facilitation Centre (IIFC), a company under Economic Relations Division of the finance ministry, and a team of Bangladesh University of Engineering and Technology (Buet) to fill in the lack of a feasibility study. While the Buet team carries out the technical study, IIFC will look into maintaining the financial rules in RFP and terms of concession agreement, he said, adding that it would be complementary and alternative to a feasibility study. M Rahmatullah, a transport planner and coordinator of a regional connectivity study by Centre for Policy Dialogue, said a feasibility study would set the benchmark to evaluate the bidders offers before the final selection. The government has to ensure the coordination of Mass Rapid Transit (MRT-4), which is a priority, before commencing the DEE construction, he said. Prof Md Shamsul Hoque, director of Accident Research Institute and a member of the DEE expert team, said neither the Buet team nor the IIFC would conduct the feasibility study or go for alternatives. Our job will be to estimate the outlay on the project and deal with the rehabilitation issue so that the government can take a convenient stance while bargaining with the bidders, said Hoque. The DEE project has been taken on Public Private Partnership (PPP) basis and it would be built mostly on Bangladesh Railway land. The four-lane elevated expressway still requires acquisition of a stretch of three kilometres of private land. The government would make a financial arrangement and also contribute fund for this from the PPP allocation. Private car owners will have an easy passage from the north to the south of the capital saving an hours time. The government on August 23 approved the DEE route along the existing railway corridor and intends to complete the construction of the elevated expressway by the end of 2013. BBA Secretary Mosharraf Hossain said a tangible progress is possible in completing the project in due time if the government expedites acquiring and handing over the required land along with relocating utility service network and the investor is ready with finance.
